Syria has done it before; it sold "Abdullah Ojelan" of the Kurds to Turkey and has delivered Iraqi opposition (previous Baath leaders) to the US in Iraq. The assassination is probably Syria sacrificing a member of Hizbullah again(!) for the sake of something in exchange from the US or Israel. The area where Mugniyah was killed is two steps away from a post of "SSS ", syrian secret services. This area is a high security area, almost forbidden to ordinary people! How much did SSS receive for Mugniyah's head?

The Syrian government forced Ă–calan to leave the country in 1998, but did not turn him over to the Turkish authorities. He was captured in Kenya on February 15, 1999, while being transferred from the Greek embassy to Nairobi international airport. The Syrians had nothing to do with that as far as i know.
Have you ever heard about Eli Cohen? He was an Israeli spy. He is best known for his work in Syria, where he developed close relationships with the political and military hierarchy for many years.
What i am trying to tell you is that the "SSS" are extremely good in working against the poor Syrian people who struggle to make a living, but they aint as good when it comes to the international level or protecting its own citizens.

3. Mughniyah was done by the Syrians -- Just a guess
Of course the truth is to be known in years to come or never. But my "feeling" tells me Mughniyah was a scapegoat for the assassination of Rafiq Al-Harriri, of course assuming he was not involved in killing Al-Harriri.
I mean, the Americans and allies wanted to punish someone, innocent or guilty, this act cannot pass indifferently ... and it gotta be some bloody Syrian, we saw Ghazi Kanaan, Col. Imad Suliman etc. disappear in mysterious ways. It was the penance on the part of the Syrians, somehow.

4. US training and technical assistance used ... against Israel
That assistance was intended to strengthen the Lebanese government against Hizbullah. Instead, it was utilized against a country that wants a quiet and stable Lebanon (Israel) and benefited a proxy (Hizbullah) working on behalf of another country (Iran).
It's clear, since it's working in cohorts with Hizbullah, that if the latter initiates yet further aggression against Israel, Lebanon will bear responsibility and share in the price.

12. The secret war
I think bombing those weapons depots show depth of desperation in Israel to derail peace process. Or just "sore loser" syndrome. Because, Israel still has few agents from time of occupation which could pinpoint weapons caches. In the end,if 1-2% of Hesbollah weapons was destroyed it won't win the war. By now, Hesbollah achieved what was possible by gun and to increase own support they have to show themselves as responsible governing party. So they won't start shooting back easily.
