All one must do is consider the countries who sit on the UN's HRC. I think a country should be required to actually have implemented some form of human rights within its borders before being a member of the HRC.

The UN did NOT vote to create Israel. That was in the works 28 years BEFORE the UN was created. The only thing that the UN did was illegal vote to give away major parts of Israel to a group of people that were bent on genocide and remove what they perceived the protection that they had from the Arabs.
