Ghostq's reference to Herzl's novel is accurate. In his novel Altneuland, Herzl does refer to Jews and Arabs living side by side. Perhaps you read a novel by Herzel, not Herzl. And for your information, there was a Jewish majority in what is now Israel, including Jerusalem, at the time Israel gained statehood.
