hopefully some protocol will be developed on humanitarian grounds to allow such travels without the preceding needs to rally protests against the authorities.

One of the reasons for Israel's hesitation is the constant exploitation of such humanitarian acts by terrorists. No doubt, Syrians will approach these women to act as spies inside Israel. Israel has given a great deal as far as humanitarian aid and has been repaid by death. Both Hamas and Fatah are very guilty of using women, children, patients in need of care, families who visit prisoners in Israel, and families brought together under reunification policies. Once these terrorists stop exploiting their own people just to kill some Jews, Israel won't need to hesitate so much.
