It is important for Israel to reduce the long term threat on it northern border and for US to separate Syria from Iran. I think Israel is willing to give up half of Golan for a true peace but right now restarting talks more important for Israel/US than a deal. Security and water is too critical for Israel to give up more than half of Golan but Hezbollah threat need to be defused soon.

Syria wants the Golan so they can once again place their military atop the Golan and threaten Israel. The US has no power to separate Syria from Iran nor does Syria want to change this relationship. Until the Iranian threat is removed, talks with Syria are pointless.
