International law forbids population transfer from the occupying power to occupied lands.

Yes Israel occupies the 'WB', but at the same time, the territories are in dispute. You must look back in time though as to who the territory is occupied from? The answer to that would be Jordan, who in 1994 gave up all claims to the WB. The territory did not pass, however, to the PA outside of certain parts of area A. Israel does occupy the territory, but is looking to work out a solution based on 242 which does not require ALL the 'WB' to revert to the Arabs. Don't believe me? Look up UNSCR 242 and Lord Caradon and you can read in the framers own words what was intended to happen. If you ask me, all this roadmap crap is in contravention of a valid UN resolution.

Israel captured the territories in question during a defensive war during which they were used to stage an attack on the Jewish state which was designed to annihilate Israel. And one more thing: the territories were not part of a sovereign Palestinian state. It was part of Jordan which captured it illegally and ruled over it until 1967. There were no honers of the territory in other words and trying to describe things differently amount to throwing sand in people's eyes.
