If they are genuinely religions and their driving licenses are not valid on Shabbat or religious holidays, this will not be a problem for them. Once the government grow some rock hard balls and deal with these dodgers the way they should be dealt with - everything else will simply follow-on. Not allowing them a driving license is a good idea . Mental cases shouldn't be allowed to drive anyway - there's enough of them on the roads as it is.
