Hello Madeleine, Whether you "claim" sovereignty with words is not the point. Israel decides who goes into and out of Gaza. Israel decides -if they suspect an elected member in Gaza to be a terrorist- to arbitrarily enter Gaza and arrest the person or persons in question. There is no request made to the jurisdiction of Gaza. It is the actions of Israel which dictate the claim to sovereignty. So I would have to disagree with you.
