Halacha contains rulings have in fact interpreted the Torah in a way that nullifies the Torah commandment. Take for example the Torah requirement to stone to death a rebellious son; you have to read the Talmud on this point to see what the rabbis thought and what they did. The result of their discussion was to make it impossible to stone a rebellious son this they did by setting such a stringent criteria on deciding if a son is rebellious that in fact it could never happen. This is just one example. To show how the rabbis could be practical, the rule that women are exempt from a mitzvah that requires execution at certain time takes into account the taking care of the children and therefore could not be expected to drop what they were doing to perform a certain mitzvah. So what I am suggesting is that the current rabbinical establishment go back to the way Halacha was made during the Talmudic times and revisit and re-interpret anachronistic and impractical Halacha.
