Jordan waants nothing to do with ruling the palestinians or creating a palestinian state. However, israel captured the west bank from jordan. Jordan, after all was, together with Syria and Egypt, the countries that initiated the June 1967 Six-Day War which brought the territories in question under Israeli control. Having been a major part of the problem, Jordan should now shoulder the solution to it. The solution was provided by the UN Security Council in the form of Resolution 242 which implicitly calls upon Jordan to take charge of most of the West Bank (and for Egypt to take over the Gaza Strip) based on discussions and agreements with Israel. 242 does not mention the setting up of an additional state in the region, nor does it mention concepts such as "Palestinians", "Palestine" of "Palestinian state"!!!
