I call it rampant incompetence. Religious gangs vandalize Jerusalem week in, week out. The Mayor ?, what Mayor........! Kam is a product of this "laisser faire", this free for all, Unless our Govt does some Self-cleansing, (and I have my doubts) and enforce laws they have written, more Kams will come out the woodwork and face some lenient Judge with a traditional " smirk "
