Israel has been the primary hurdle in preventing the Lebanese Army of acheiving its sovereignty over its territory.
Here are the facts.
In 2005 Lebanon became free from Syrian tutelage, Hizbullah lost its primary protector but was still very popular and militarily strong.
Following 2006 War & 2008 events, Hizbullah lost a lot of its credibility and popular support.
In 2009 the Hizbullah lead opposition was defeated in the parliamentary election, a true indication that the Lebanese people no longer support the Iranian driven Hizbullah. However Hizbullah is still strong militarily and can’t be dealt with in direct confrontation.
The 2007 Nahr El bared war showed that the Lebanese army is too ill equipped with 1950s era broken equipments to spread Lebanese sovereignty over the remaining irregular Palestinian bases bordering Syria, which for those of you who don’t know, are the primary weapon’s smuggling routes for Hizbullah, and are also suspected of independently launching rocket attacks into Israeli territory.
The Pro-Western Lebanese Government charged the Lebanese army to devise a plan to deal with these rebel Palestinian bases.
The Lebanese army asked friendly countries to provide Tanks, APC's, Helicopters, and other much needed equipment that will enable him take on these irregular Palestinian basis. The US, Germany, Belgium, France, Russia and others responded by pledging to donate what the Lebanese army asked for. But for the surprise of the Lebanese, Israeli officials visited these countries, and frantically lobbied them, and were successful in blocking the delivery of bulk of the pledged military equipment donations.
So here we are, Israel says that it wants Hizbullah arm smuggling to be stopped, and that they want the Lebanese government to take control of its territory. But in reality, Israel is blocking the strengthening of the Lebanese army, hence making sure that the Palestinian bases stay open for business. And the only institution that if given a chance will eventually challange and replace Hizbullah and his Iranian agenda.
As for the why Israel is working to safeguard Hizbullah. This is a good question to ask your Israeli officials.
