Iran would not use nukes as first strike or give them to terrorist, it put them at a high risk also. Their goal is to counter the nukes Israel and West have if attacked. Iran wants to united the Shiite Muslims under their control, then become defacto leaders of the Muslim world. US may need to fully arm Arab countries like Egpyt or Iraq but without a peace deal that is very dangerous for Israel. A peace deal is coming and Israel may have few choices in the end but Netanyahu is trying to find other options but none will be popular in Israel.
