Hey Judah, First of all, Israel has declared a continguous zone, and it is recognized by the IMO, unlike Lebanon's unrecognized one. However, that said, I remind you that mineral and petroleum reserve finds in international waters belong to whoever makes the find -- in this case, the Noble/Israel joint venture and consortium of investors. It works on the same principle as salvage. The portion of the field which does reach Cyprus causes a natural right as a matter of international statute and maritime convention. However, it is a non-issue because agreements have already been negotiated and arrangements concluded between Israel/Noble and Cyprus. Lebanon can explore to their heart's content as long as they restrict themselves to their 12-mile territorial limit. As I said earlier, Lebanon's asserted contiguous zone is not recognized.

which might explain why you choose to remain "anonymous". You give too much credit to Lebanon who, under the brute force by Hizbullah, is claiming land well inside Israel to be their own. Nevermind the rockets and cross-border attacks on Israeli civilians on a regular basis for years. That being said - the original Lebanese response to this find was that it belonged solely to Lebanon, and they claimed the drilling site was inside Lebanese waters. UN maps and the Noble Energy website show this to be untrue. However, history shows us that will initial claims by Arabs, it is usually backed up by warfare later in order to exact their desires, most times contrary to Intl law. The Nobel energy site shows that huge majority of the gas field is within Israel's territory, with a smaller amount near Cyprus and almost nothing inside Lebanese waters. However, Lebanon's recent declaration demands they want a much larger amount of the gas, not based on % inside their territory.

Who cares if less than 1% in Lebanon support Hizbullah. The big issue here is that they are armed to the teeth, thanks to pro-Syrian/pro-Iranian forces inside Lebanon and are inclined to use such weapons against Israelis and Lebanese alike. Israel did nothing to hurt Lebanon's attempts to curb Hizbullah. Hizbullah made it clear they would use their weapons to hold on to their arms and the separate infrastructure they built inside Lebanon, including a phone network and an insider at the airport customs authority. It was clear from all that the LAF lacked the supplies and the training to even remotely match that of Hizbullah who are trained and armed by the Iranian Revolutionary Guard. Your sound-bite history is amusing.

If you look at the map, the gas field is shown to extend up to the lebanese border..and there, Noble Energy did not map the gas field beyound that because they are supposed to draw only within the israeli waters.... But what every logical person would know, is that a gas field does not stop at a straight line border drawn on the map. It naturally extend beyond that border southern lebanese border to reach Cyprus at the opposite side of the Lebanese northern border...

Nope according to Wikipedia israel is the same as Lebanon and has not made a claim to a contiguous zone http://en.wikipedia.org/wiki/Territorial_waters Also on http://www.seaaroundus.org/eez/376.aspx it states that Israel has not declared a EEZ (like Lebanon) Also imo.org has no info to back up your claim. Looks like you should really check your facts before making faulty claims!

William Reply to 65: Look at my reply on 69 - The map stops at Lebanese borders because Noble Energy scope of work stops there, but the gas field clearly does not stop at the straight line border with Lebanon. And funny your insinuation that Lebanon with its 60 thousand strong army and equipped with WW2 era weapons will initiate war against Israel's - Stick to reality...it is Israel that is threatening to use its force not the opposite. Reply to 66: Israel did have a great deal of thwarting Lebanese government effort to thwart Hizbullah military strengh...Following Israel's diplomatic tour to USA, FRANCE, BELGIUM, GERMANY & RUSSIA, Lebanon was informed by these countries that they will not be delivering the bulk of the promised military equipment to the Lebanese army, and they cited "ISRAELI SECURITY CONCERN" as the main reason. A silly Israeli excuse that prohibited somewhat 1960-70's era military equipment from getting to the Lebanese Army, which by no means would constitute any threat to its 21'st century high tech military equipment, but would have bolstered the Lebanese army's capabilities to stand up to any Hizbullah intimidations, or to any renegade Palestinian group, or any Al-Qaida inspired terrorist group. Funny note that all these groups either already possess much more sophesticated equipment or don't have a need for them. The fact is, Israel seem to prefer to safeguard the existance of these groups on Lebanese soil, and portray Lebanon as a Hizbullah run state, and use it as an excuse to abuse and Undermine Lebanon's rights.

But unlike Israel, it did not seek any confrontation. Its survey was along its northern border - off the Batrun - Tripoli shores. Israel however, seem to be looking for confrontation, as it is suspected of tresspassing on Lebanese Economic Zone, and It is threatening to use force against Lebanon if it chose to claim its legitimate stake for its portion of that gas field.

No, you are wrong. Israel has not signed or ratified the United Nations Convention on Law of the Sea (UNCLOS). Whil the IMO no longer sets coastal jurisdiction, Israel continues to be governed by the old IMO provisions (which allowed for territorial seas, contiguous zones and economic zones) precisely BECAUSE Israel has not signed or ratified UNCLOS. UNCLOS cannot exercise jurisdiction over Israel; it doesn't matter if it recognizes Israel's declared territorial water and contiguous zone (Israel has never declared an EEZ). Unless and until Israel ratifies UNCLOS (which it will never do), Israel's coastal and jurisdictional assertions under its treaty with the IMO necessarily prevail. Here is an article that might help you understand the tricky dance between the IMO and UNCLOS a little better. http://www.imo.org/home.asp If it doesn't come up on the link, just Google "IMO interface with the Law of the Sea Convention." You should be able to find it. It was considered a seminal piece when written by Agustín Blanco-Bazán in 2000. Mind your manners. You are quite rude. Wikipedia. Which only shows how far you're trying to stretch in order to get this argument to meet your agenda. Go to the Noble Gas website and check out the interactive map. It shows the gas fields and the maritime border. Notice the maritime borders do NOT extend out horizontally along latitudes but perpendicular to the shape of the land. Nice try, though. A rabid Leftist or 6-year old would have taken your skew as factual.

Maritime borders do NOT extend outward from the coast along latitude lines. They extend out perpendicular to the shape of the land at the point of land-based borders, unless otherwise agreed upon. Look at the Nobel Map - it definitely shows the border extend upward covering the areas of Israeli gas licenses. The point here is that Lebanon wants equal rights to the gas as Israel, even though only a small part is within Lebanese waters, and they want to do so while Israel foots the bill for all upfront capital costs.

But one thing is true in history, the Israelis never attacked Lebanon unless they attacked Israel first - and that includes their hosting of the PLO which launched many attacks against Israel, and the hosting of Hizbullah which does the same. In 2006, the border was quiet and not a problem was expected...until Hizbullah launched an attack on Israel. You are a major half-wit -re: arming the LAF. Israel wasn't concerned that the LAF would attack Israel, but that any advanced weapons to bring LAF power over Hizbullah may actually end up in Hizbullah's hands putting Israel's security at risk. Military analysts globally said the same thing because elements of the govt and LAF sympathized with Syria and Hizbullah. Apparently, the world is more complicated than the Texas school books would have you believe.
