33. Said (if you are still reading) - part I
Yossef   (07.12.10)
Said Salam, I'll try to make what I'm thinking clear even if it is not that clear. I am not even sure you will get read this message. This is what I believe: Axiom 1) The land west to Jordan is to put in two sates, Israel and Palestine. It will never work for a lot of reasons, some reals, some psychological. Axiom 2) The state of Israel and the Jews in general, do not want to rule over all the Arabs west to Jordan. Axiom 3) The Arabs, Druzes and Beduins now Israeli remain Israeli. Except if they want to change citizenship. Now, with that in mind, what can we imagine? Prop 1) Gaza may become either completely independent or connected to Egypt. Its fate bust be detached from Judah-Shomron/West-Bank one's. It makes sense historically when we remember that Gaza is the historical land of Philistin/Phlashtim from whom Palestine get its name. Even if the people now (arabs) has nothing to do with the original people of Gaza/Ashkelon (greeks). But remember also that Egypt had always a control on Gaza (since Pharaoh time), so it makes sense also to think Gaza as a province or a canton with Egypt as "parent country". Because of the thread of Gaza becoming an Iranian Province, Egypt must take Gaza responsibility, at least at the beginning, until Gaza becomes really independent with its own power structure, police and administration. [I see no problem for the state of Israel to negotiate directly with Ishmael Hanieh on this question, and all dependent questions: water, electricity, economic collaboration etc. if Hamas wants really to establish a real state on the Gaza strip.] Prop 2) We divide west of Jordan: Israel and West-Bank into cantons, each canton is attached to a "parent country" Israel or Jordan (we already fixed Gaza fate). We negotiate these cantons, for example Nazareth can become a canton attached to Jordan, and Maale-Adoumim and Ariel cantons attached to Israel. The notion of canton must be discussed and negotiated between the PA, Jordan and Israel. Prop 3) Each Canton has its own independent administration but the citizenship is the one of the "parent country". Relation between Canton Police & administration and parent country equivalent is to be negotiate between the two. The roads, sewage electricity is furnished by Israel or parent country (to be negotiated for the infrastructure). Movements between people must become free with a resident permit, Jews must be authorized to live in arab cantons and Arabs in jewish cantons as soon as they get an administrative agreement. With time the control of movement will be appeased. We could imagine a federal police made of Jews and Arabs with some prerogatives which must be discussed. Prop 4) A confederal structure must be established to discuss every point concerning both of the parent countries and their canton and interaction. Prop 5) Movement of goods/culture/students must be as free as possible. But security of citizens on both side has priority. Prop 6) Because inhabitants of cantons has a citizenship, crossing borders still remain crossing borders, but this applies only at airport, and Jordan border (of course Gaza too, but Gaza problem is solved already). Inside a resident permit must allow people to move freely and do their business freely too. Prop 7) Military? In some conditions we can imagine that Jordan can install some military units in some arab cantons. This is not clear, I don't see the whole implication of that. For the police it's clear, every canton has its police with a full strength, and judiciary system, according to the judiciary system of the parent country. Prop 8) Israel keep the control of the Jordan on west side and Jordan on the east side. Prop 9) Israel could take advantage of this structure to change its political system, and choosing a new one reflecting the canton's structure. .../... To be continued in part II
34. Said (If you are still reading) - part II
Yossef   (07.12.10)
Well, this is a quite long post. I was a good exercise to write it down to understand if something is possible in this direction. Finally, I think so, but it will take a lot of will and strength on both side to come to such a solution. On the other side I don't believe anymore in a 2-states solution, and a 1-state solution where the Jews will be a minority is also unacceptable. An apartheid state where Jews rule over Arabs is no more acceptable. Thus, it remains very few solutions. The last solution would be a total war, but I don't think it is a good idea, for many reasons. Historically, Jews and Arabs (the semites, the sons of שם) come from the arabian peninsula from east to west. We are the descendants of tribes leaving on the same soil, sharing the same ancestor Avraham, according to our tradition. Some of us chose to become jews (bnei-Israel) some other remained pagan, and much later, 7 centuries after Yeshua (bar Yosef bar Miriam), they joined אל thru their Quran. It was written in your name, in our Torah: ישמע—אל :-)
35. Fix: missing words in part I
Yossef   (07.12.10)
Axiom 1) The land west to Jordan is too small to put in two sates, Israel and Palestine. It will never work for a lot of reasons, some reals, some psychological.
