You've almost got your facts right. The definition actually was invented, or at least publicly populised in the 19th century by Steinscheider and yes, in German it was used as a means to insult the Jewish population solely. But the word is German, not English, and my opposition to the term stems as much from my hatred of Nazism as the fact that it is clearly a term which should not apply to one race of semites. The use of the term to descrbe anyone approaching criticism of Israeli policy is completely unjustified, as it tars them with the same brush as the forerunners of Nazism.
