thanks brian. however, you see in order for someone to be tried with a war crime, there must exist a state of armed conflict. before you jump to a "but there was/is an armed conflict", you must remember that it obliges both parties to protect civilians within its territory and to prevent/punish various practices such as forcible transfer or deportation.
