It's true, this is how it's always been. Most of the funding for UNRWA comes from western states, with the US in the lead. Arab states - including those who have taken in trillions from oil and gas - are usually far down in the list of major contributors. Yes, sometimes they make dramatic pledges, but they're rarely fulfilled. We see it also in humanitarian aid. It was of course dramatically obvious in their (non)response to the crisis in Haiti, where it was the west that gave the most, the Muslim states that gave almost nothing. Some might point out that Islamic "zaqat" (charity) is intended only for fellow Muslims. But where is the Arab and Muslim contribution to the plight of their "brothers" in Pakistan? Almost non-existent.

Salam Fayyad and his government cannot take their Summer vacations without the Arab states financial help, so heartless these Arab states.

The Arabs have figured out (and hopefully the West next) that sending Palestinians aid money is like pissing in the wind. The Palestinians are the world's biggest welfare recipients.
