How about Israel put agents in to infiltrate these so-called "peace groups"? You keep a tab on their meetings and what they are going to do. They can then advice the IDF what action it should take, whether the group is likely to become violent, or weapons are on board, etc. In the worst case where nothing else is possible, the agent can sabotage the group from within. If only Israel had people inside the flotilla last time, the embarrassment could have been avoided.
