Why is a kiss between unrelated males and females forbidden and punished? Gesenius' Hebrew Lexicon says a kiss is a covenant. It is what seals the marriage vow. It is not something lightly to be entered into. Once a kiss occurs, an engagement is agreed to. If people knew how important a kiss is to ha'Shem, they would understand how forbidden immoral sex is.
For males of any nation, not just Iran, to toy with a woman's affection and to kiss and mean nothing by it is revolting. Better for some to be punished as an example for others to learn from. Arrest the soccer players and punish them.
