4. World uses MAP for air-drop on fires, but illegal in Israel?

Something insane is going on here - MAP (monoammonium phosphate) is the standard of the entire world for aeriel firefighting, but its illegal too use in Israel? Its cheap, environmentally friendly, effective, and even made by Israeli companies, yet Israel will only buy some expensive chemical imported from France? Somethings not right here. Likewise crazy are Israeli restrictions on use of aircraft for firefighting at night - so fire is just left to burn out of control after sundown?? Every country flys at night to fight fires!! We found this same obsolete rule in our 2003 fires in San Diego. Air-drop planes and pilots train to firefight at night, but sleepy local bureaucrats didn't catch up on new technology. We fired the obstructive bureaucrats, changed the rules and bought more 2nd hand firefighting helicopters, which can get at fires while still small. Not fancy, obsolete Bells, VietNam era. Take this job away from the Fire Service and give it to IAF, which has the helicopters when needed. And where are IAF helicopters? I have been seeing only tiny crop dusters, not very effective. Is there a rule against IAF firefighting, too?
