M&S is a UK public company with a board of directors, none of whom are members of the founding family Marks and Sieff.
M&S used to source a high proportion of their merchandise in Israel, but that stopped over a decade ago. Now go into any M&S store in the UK and you will find mechandise from places like Egypt, Morooco, Abu Dubi etc - so Libya does NOT know what they were talking about.
