Stopping Iranian influence in the region it the primary goal, while stopping nukes are second or even third on the list. There are over a dozen countries in the world that could produce nukes, Brazil, Argentina, S. Africa and many ex-Soviet countries have made nukes but don't have them at present, while Japan and S. Korea could produce them quickly if needed. If Iran wanted nukes quickly than centrifuges is simple a waste of time. A dozen very small Thorium breeder reactor could produce enough plutonium every 3 months for 4 to 8 bombs, with no uranium refining needed and Iran can already produce the needed heavy water. Thorium is 3 times more common than uranium and can be extracted from sea water or waste from rare earth mines in China.
