The best thing Israel can do right now is not to react with airplanes and tanks. These things cost too much money. Instead, they should set up a about 10-15 moving infantry squadrons with mortar shells (margemot). They will have much better training and probably be able to hit targets more effectively. Also they will not be static but rather strategically changing positions. Then for every mortar and qassam rocket that gets fired into Israel, we shell them back constantly. Maybe we could even set up a couple howitzers. If they attack those mortar installations, THEN you send in the airforce and most likely it will be easier to hit them as they will be less organized and in the midst of combat. I think this would be a much cheaper, easy and effective strategy. It would generate a more powerful deterrence and make a larger impact than targeted assassinations using the air force. Those should be happening anyways, but not merely as a response to shelling.

1) Hamas was allowed to smuggle in better weapons and is now flexing its muscles 2) Israel is unwilling to really kick ass when it needs to and instead resorts to empty threats. In Cast Lead they were handing kids weapons and telling them to go fight (while the leadership sat in a hospital basement).
