If it was an accident and a tire blowout then investigate the owners of the truck, how well do they maintain them and replace tires? If the answer is not alot then look into charging the owners with negligence if possible. if the driver owned his own truck and he didn't maintain it to a high enough standard and reguarly replace tires he should be locked up.
