Nothing undermines an organization more than uncertainty in its ranks. And a poorly executed reorganization, especially one involving a cultural change (a shift from an Israeli base to a US base) can also prove quite disruptive, leading to a loss of key personnel and reduced productivity. The "best" are always the first out the door, as they know how marketable they are.

Teva has a R&D department? Teva has been copying products for donkey years from all over the world, Since when do copiers need an R&D?

They copy other drugs after their patents expire. Now if you manufacture the drug under license, they tell you how to do it their way and you pay a fee. Obviously not much R&D needed. However, if you are going to produce or reverse engineer the drug yourself, it's going to take some development to get it right. Teva failed to completely get one exactly as they claimed and were sued by the original manufacture. Teva does produce some very good original drugs and obviously needs R&D. By the way, manufacturing generic drugs is no cinch. Many are not as good as the high standards of Teva since the amount of active drug has been know to vary significantly between generics and the name brand. This information is often hidden from the confumer under the guise that all brands and their generics of the same.
