But the police in Norway do not carry guns (guns are locked up in the patrolcars and they need permission to draw guns from police HQ). So, if the policeman needed a gun, he would have to take the ferry to the mainland, contact his superiors and get permission to use the gun, and then return with the ferry to the island. There was also some degree of security personell, but they are not allowed to have guns either. The policeman on the island was killed by the terrorist.
