have these absentee landlords (e.g. the french) pay 10x the monthly arnona for each flat they leave empty for more than 6 months! Also, prevent Non-citizens from purchasing flats in tel aviv and other crowded urban areas. If they want to buy a flat, let them make aliyah, the more the merrier!

They may be empty but they are for sale or rent? Most of us will never be able to buy. When rent is 4,000 and you only earn 5,000 that is not available. More important--most landlords only rent short term. They want you "between holidays" then kick you out so they can clean up on tourism. I can't afford to move every 6 months! The whole issue of housing needs to be redressed.

Yad2 has been advertising crappy apartments for astronomical amounts of money - greedy owners would rather leave apartments empty than to rent them out cheaper. Greedy pigs.

In Iceland non-EU residents are forbidden from purchasing land in their territory (unless its a corporation or something as part of a trade deal) to keep housing prices within limits. Israel doesn't have enough land to have the kind of real estate markets that exist in bigger countries. Home purchasing should be limited to Israeli citizens only and if the Gindi's don't like it they can go sail on the mega-luxury yacht to Monaco

Israelis want foreigners to invest in Israel. Now those investors become the problem. Jews that leave abroad sometimes want to have an apt. in Israel rather than invest in the French Riviera or the Canary Isles. Would that be better? Also Jews may want to spend their money buying a home in Israel (that could become their only home later) and come visit Israel and spend money in Israel rather than in other countries. Now you want to shoo the Jews of the world away. Maybe they better spend their money and vacations in ether countries and add to other countries' economy. I can't believe this. Then you will complain that the Jews of the world have no ties to Israel.
