If the Palestinian people want to have UN membership, the have to convince the UN that they deserve it. You cannot join anything in this life without the consent of those you want to join.

This actually would be the *second* declaration of Palestinian statehood, the first one issued by Arafat in 1988. But the US made clear to the UN that the US would cut funding to any group within the UN that granted the privileges of membership and statehood to the Palestinians. The initiative subsequently died. That US precedent is made current in Cong. Ros-Lehtinen's bill to de-fund the UN and PA. But Clinton has come out against the bill, and not a single Democrat is supporting it. Clinton talks a lot about soft power and "smart" power; she just refuses to use it.
