I don't get it, please explain it to me. The "Palestinians " won't negotiate as long as Israel is "expropriating Palestinian lands and expanding illegal settlements". Don't you think it would be logical to have negotiated as soon as possible to get a final status agreement ? This would have given Israel less time for expansion right? Something does not compute.
