Any credibility that these two countries had disappeared years ago when it became apparent that they would sell their mothers if the price was right.

The East, in this case meaning China and Russia do things in a more secretive way than the West. Russia delayed Iran by at least 5 years citing contractual problems and the unavailability of certain parts etc. The Iranians (East) are also less open than the West, so perhaps Russia and China understand better how to deal the cards.
