This is just an example of US Spending being on Autopilot. The law was passed back in the 90s - just to cover this one contingency. This past August, all US government spending was put on Autopilot. That includes all foreign aid and US Defense spending. US aid to the PA is already scheduled to be cut along with aid to Israel, Jordan, Pakistan, Egypt and all other places in the world that get any aid from the US. The US contribution to the UN is already also scheduled to be cut along with IAEA assistance and the funds used to secure loose nuclear material from the former USSR..

The US is looking for ways to cut spending this is a good start but only a small drop in the bucket. New York would hold a massive celebration if the UN leaves. It would mean more parking and for the city more revenue from people who actually pay for parking and don't have immunity from taxes. And the best part cleaner safer city streets when the re-purpose the UN building into an enormous public housing/homeless shelter. I'm sure Washington would spring for the renovations considering it would cost very little compared to the yearly cost of funding the UN.

Changing the law requires that Democrats and Republicans agree on a budget spending matter in the context of the overall US budget. Republicans would prefer the entire economy of the world collapse to a single dime of revenue raised for any purpose, even to pay for delivery of food and ammunition to troops in battle. Democrats would agree, but only if bankers and hedge fund managers paid taxes, but requiring GE to pay a dime of US taxes doom the deal. Consequently, all spending is under the August deal - the one that got the credit limit lowered and crashed the stock market. That deal had three carve outs. Everything is on autopilot until after the 2012 elections because a single of the Senate republicans can stop anything and everything. They have already done it and keep doing it.
