Guys, come one. There are huge numbers of cats in Israel. There is no doubt that many of these cats would love to be adopted by the IDF base in exchange for some water bowls and a warm place to sleep. They would be more than happy to help with the rat problem.

Only very specific breeds of dogs will attack rats - mostly certain small terriers - and - they need to be fed! Cats are a better bet by far - but then again they must come from a rat-catching family to be effective. Just FYI

That's what they do in the English countryside - there are special dogs bred for that like Jack Russell terriers. They tear those rats to bits. That's what they need - packs of dogs.
