He needs to become naturalized in Israel, learn the language and history, serve the state in IDF, declare himself as willing to carry the Israeli passport, be part of the Nation on par with other Israelis. Religion has nothing to do with being an Israeli. Participating in the Olympic procession under the Israeli flag is an honor that he will need to earn. He can accomplish it, but I doubt he will be ready for these Olympic games to represent Israel under the Israeli flag.
