Probably most of your readers don't know that Israel no longer recognizes the universal international sign for handicapped drivers. I know as a frequent visitor and a ticket for 1000 NIS. Israel is the only country in the world that says handicapped drivers not welcome.

The present incident teaches how not to infringe on handicappeds rights in Israel. Not long ago, i have seen a handicapped park space was occupied by a non handicapped vehicle in TA Arlosorof boulevard. At that moment, a city "police" or functional was writing tickets with his hand held computer device. I asked him why he did not give that same vehcle a ticket, since it did not have a handicapped tag displayed. He was kind of angry at me and explained me that maybe there was someone invalid that was using the vehicle and that he will not write them at ticket until someone else with an invalid card was there and needed to park his or her car at that same space. I also did not get a reasonable answer to my question as what that invalid trying to park at that same place when he was not around writing tickets....

This is very strange that the international invalid card is not recognized in Israel. I have used that card to park in african countries:-) Algeria and Marocco, the card was honored. Now perhaps culture minister of Israel, after this incident, could use her ministerial powers so handicapped tourist drivers could use this privilege of parking, just like civilized countries like Marocco etc. Noblesse Oblige.

In Israel signs for disabled drivers EXIST , they have their reserved places . They sometimes even abuse their right by leaving their car where it disturbs the traffic .

She was most likely already inside the building , that's so with ministers when they go somewhere . The driver let her leave the car , and then goes to park . So no "shame on you minister" , it's the driver's fault .

I used to guard the entrance to the main Kupat Holim in Afula. Many times vehicles with handicapped signs would park in the area reserved for ambulances. And the drivers were not handicapped. The same happened in a school I guarded. The family of a handicapped student would leave the gate open and drive away. They were the only ones besides myself and the staff to have a key to the lock.

Livnat, called and apollogize, she explained that she did not drove the car. She steped out of the Car infront of the Building and the Chofeaur, went to park. She did not ordered him to park in a disabled people parking place. Sometimes these drivers think because they are the ministers drivers thinkthemselves as if they were the minister . Livnat also learned about what hapened through Facebook. Probably went she went out of the event she was picked up infront of the building not at the parking of the disabled person's place. If it wasn't because of Facebook she wouldn't had been aware of the incident. When she knew what happned she apologize and said disciplinary mesures against the chofeaur wll be taken. I think she did waht she was suposed to do.

I couldn't agree more with Jonathan #5 and Roy#10 but they must realise that in Israel it is the car that is registered disabled not the driver so this enables the driver's uncle or some other distant relative to drive the car unchecked, so next time you want to park on a disabled spot in Israel let your tyre down to disable the car. !!!!!

In the U.K/EU. the person who is disabled is issued with a disabled parking permit which allows him or her to use it any car. The permit has the person's photograph on it to prevent any abuse of the permit. About time Israel did the same thing and also honoured international permits allowing disabled tourists to park in disabled spots.
