The IDF is an army, not a police force. When you send soldiers trained for combat out to deal with civil disturbances you're asking for trouble. Combat requires quick reflexes, fearlessness and focus. Policing requires self-control, communications skills and patience. Very rarely do police have to resort to force. Sending soldiers to do this sort of operation isn't fair to the soldiers and isn't fair to Israel, which gets the media black eye when things go wrong.
