2. Desalinating water is complex.

It takes a lot of energy to desalinate water. Air and water pollution accompany power plants, so it wouldn't make sense for Israel to build additional plants any time soon. Even with using solar energy for the purpose, the issue is complex. The economic equation is not in favor of solar energy right now and maintenance of solar installations is expensive. The handling of the desalinated water is even more complex. Therefore, the issue should be taken out of the hands of Knesset and politicians in my opinion. A national Water Plan should be put in place, say, a ten year plan which would expand the plans currently in existence. Manned by professionals and people dedicated to bringing such expanded plan to implementation might work. Might work if it is not linked to the Knesset, I mean.
