I would turn Gaza into a parking lot after warning civilians to evacuate to Egypt which has an open border with them. This would have many advantages. Many would not return. The ones that did would be very busy rebuilding instead of making missiles. And their current arsenal could be destroyed with minimum if not zero Israeli casualties.
