Correct sir, apparently it is a trend nowadays for governments (Israel in particular) to prefer lesser solutions that are doomed to fail, rather spend the amount of money that will actually keep the people alive. Also, who knows? Israel might run into some minerals or oil during the digging of those underground bunkers. Definitely a requirement, although the nuclear fallout mustn't reach the ventilation system, otherwise the entire population housed inside the tunnels/bunkers will be poisoned.
