Not one Israeli soldier died and those civilians that were killed deserved it. Sure Bibi could've instructed soldiers to shoot first and ask questions later but ultimately he did the right thing. I have not read the report, which, as described, seems thoughtful and constructive. However, I would be concerned if every threatened provocation required mobilization of the full Cabinet to discuss. To do so would be to give in to agitators. With the benefit of hindsight, better planning would have been helpful, but the threat of a flotila is hardly the equivalent of the events that gave rise to the Second Lebanon War.

Israel contacted and briefly Erdogan was contacted before the Flotilla asking that it be not be allowed to depart and his response was that the Mamara was a boat owned by a Private Co not the Turkish Govt so therefore he "couldn't ,wouldn't , shouldn't"get involved". Erdogan couldn't wait to have the UN declare the Bockade,Illegal and when that didn't happen he disavowed it out of hand.
