I should imagine that every country in the world needs a fully comprehensive and integrated CC system for all emergency services in the event of a natural or other national emergency We need to examine what lessons might be learned from the Tsunami, New Orleans, Pakistan, Japan...as well as Israels specific needs...that could be incorporated into this system We also need to examine what types of natural disaster from volcanoes, earthquake, pandemic, flooding, storms..might be possible and design a system to cope with these potential scenarios Perhaps could it also the dissemination of include UAV surveillance, intelligence reports, emergency communications, blood banks, communications with all overseas humanitarian agencies etc etc Seems this is a Design and Development Challenge that could be right up Israels Street!
