Obama hardly needs a campaign representative promoting his reelection in Israel; he's got Peres. If Netanyahu issued a statement praising Romney's friendship toward and support for Israel Obama's folks would be fuming. It is totally improper for Peres, as Israel's President, to be effectively endorsing Obama.
