Meanwhile 9/11 was given a moment of silence at the winter Olympics in 2002, and the Bosnians were given a moment of silence at the opening ceremony of an Olympics in the 90s. I believe the IOC needs to weigh up many factors when working out how to organise and run the Olympic Games. It is not an easy job balancing all the various needs of the participating nations.
