I guess that would include your own country, which has issued a very strong travel advisory regarding Egypt generally, including a mention that, with respect to the Sinai, only Sharm El Sheikh is reasonably safe (but not entirely) but that travelers should fly there directly, and not transit through Cairo, and to be on high alert because of the high incidence of lawlessness and a noticeable absence of a police presence.

When Israel rolled into town, tey built roads, schools, and infrastructure. When Sinai was given to Egypt for peace, the entire Bedouin community was neglected, as was the roads and infrastructure in place, and the focus was put on Cairo, making the Sinai a backwater. Which is why the distrust the Cairo govt and make their own laws there. That's not a secret to anyone but you.
