Mofaz, a virtual failed general whose judgement stinks( he brought in halutz as chief of staff) left and then bibi brought in dichter to reinforce his spine cause on his own he cannot make decision. barak to suffers from osloitis, and though he knows that an action is prudent, he also suffers paralysis. So bibi and barak for the last 6 months have been warning and threatening and nothing, zero zilch. Who in their right mind cares what peres says since he has been wrong about everything. Obama will not attack iran as US is exhausted and obama has no kinship for israel period. He won't say so but it is a fact. This whole situation, shows actually that israel needs the space of jordan originally israeli promised land for its own security, so after the next wars, israel should reclaim all of jordan. That will insulate israel against being a one bomb state.

When it comes to decision making the President has extremely limited power. However as the article observes the President has, when used strategically, the power to influence public and elite thinking. This is nothing new and every President since the first Weitzman (and definitely the second one) has weighed in selectively on matters of national importance. More than likely the next President will be the principled herutnik Reuven Rivlin and I doubt if he will limit himself to kissing babies regardless of which parties are in power. In a country where politics is hyper-partisan, the presidency is often the last refuge of statesmanship.
