Historically Arab communities don't collect taxes, so it is not surprising that they can not afford to cover their 25%.
In 2009 a study found that "municipal tax collection rate within the Arab population stands at 18.6% as opposed to 53.7% in the Jewish sector. "

If there has been a doubling of social service recipients in Arab communities, the relevant question is "WHY?" Is the same true across Israel? What is their overall share of public funds - ALL funds coming from the government, in whatever form? That also needs to be reported on.
