I don't see any logic to ask the IAEA to investogate Soreq, unless its to possibly try get Obama off Israels back as he is the first president thats been pushing for Israel to give up its nukes so this might be a gesture of good faith to try shut him up for abit. Possibly the government wants to replace Soreq which is even older than Dimona but without IAEA inspections nobody is going to sell one as Israel has not signed the NPT. Dimona is controlled fully by the military and there have been alot of safety issues over the years because its a very old rector. If nobody oversees the military then we can't force them to put satisfactory safety measures in place. Whilst we cannot invite the IAEA into Dimona for obvious reasons we can give certain individuals from the Israeli civilian nuclear sector to inspect Dimona and report back to the government on its safety and what needs to be done.

Knowing well that the Dimona nuclear center might well be next in line , Israel proposing inspection of its Soreq nuclear facilities is like tying your shoes to one another before a marathon.

I like Zionist Forever's idea better, except for one concern, can we be sure there will be no leaks in the findings? As for the IAEA inspecting Dimona, what coud you possibly hope to gain from that bunch in the area of safety? Have you reviewed thier performance at Fukushima? They were the last on the scene and offered nothing in the way of response advice or safety recommendations that hadn't already been given by several other inspection and response teams. They are as useless as their mother organization is. We would be better off letting the military conduct an in-house inspection.
