According to the article, The principality of Monaco is not an enclave, although it only borders on France, because it also possesses a coastline and thus it is not completely surrounded by another country.
Sounds just like Gaza.

Hamas wanted to rule and have become the leaders, let them take the responsibility with it. Good idea to separate the economy from Israel. Being hostile to Israel it is a wonder they don't separate everything, makes sense for both.
