It's an unfortunate decision to be sure. The IPS is trying to mimic the military, where everyone can and often has to do security duty, including medics. There are many reasons why this works for the army (or rather, why something else can't work for the army), and none of those reasons apply to civilian organizations. The IPS should remember its place.
