Even the most modern buildings are not designed to withstand earthquakes and the law doesn't call for it. They might be bigger and look fancier but the basic design is still based on the same bad design they used in 1948 although today they are bigger so more people will die when the thing collapses. We don't need the IDF making plans of how to rescue people when 70% of the buildings fall we need the politicians to pass legislation demanding that all new builds are built not to fall in earthquakes so we don't need the IDF to go digging through the rubble.
